BACKGROUND :

The UN High-Level Meeting (UN HLM) on Universal Health Coverage has been agreed to be held on 23 September 2019 during the United Nations General Assembly (UNGA) high-level week (A/RES/72/139). The theme of the HLM-UHC has been set as “Universal Health Coverage: Moving Together to Build a Healthier World.” Prior to the UN HLM, before the end of July 2019, the President of the General Assembly (PGA) will organise a multi-stakeholder hearing to allow non-states actors to formally contribute to the preparation for the UN HLM. Before 2023 - the turning point of the SDGs by 2030-, this UN HLM will be the last chance to mobilise the highest political support to integrate the health agenda under the umbrella of UHC, rather than pushing disease-specific agenda forward, as well as sustain health investments in a harmonised manner. To fully accomplish these objectives, it is critical to identify how the political declaration on UHC can add values and set milestones towards achieving UHC by 2030. International Health Partnership for UHC 2030 (UHC2030) has been tasked to support the preparatory process and the meeting of UN HLM, particularly about “sharing evidence and good practices, challenges and lessons learned.” Building on the experience and knowledge gained from the recent UN high-level events, UHC2030, a multi-stakeholder platform to advocate for UHC, is expected to co-convene the multi-stakeholder hearing of the UN HLM with PGA before starting the inter-governmental negotiation of the political declaration on UHC.

OBJECTIVES :

This side event aims to introduce draft UHC2030’s Asks for the UN HLM and to provide an opportunity for UHC2030 partners, particularly academia and CSOs in Asia-Pacific region to contribute to draft UHC2030’s Asks with their insights, experience and expectations. The consolidated feedback will feed into the revised UHC2030’s Key Asks by end March. UHC2030 expects these Key Asks to contribute to the preparation for the zero-draft of the political declaration.
